We work in partnership with the public sector to make places better for the people that live, work, and learn in them.

31ten works across Local & Central Government, Housing & Development, Education, Health & Social Care and Blue Light Services.
Our services in these sectors typically take the shape of:
Customer, Digital & Technology;
Strategy & Transformation;
People & Change;
Placemaking & Regeneration;

Business Cases.
About the role:
31ten is looking for a collaborative and values-driven Consultant or Senior Consultant to join our team, with a particular focus on systems implementation, digital transformation and technology for local government.
We are interested in hearing from people who have previously worked for either a management consultancy and/or in local government.
A great ‘31tenner’ is detail-oriented, proactive and ambitious, but above all else is passionate about social impact and working with the public sector.
In this role, we’d expect you to…
Design and deliver projects for public sector organisations that deliver transformational change, improve customer experience and maximise return on investment for our clients
Collaborate closely with frontline teams to understand their functional and operational needs, and translate these into clear, actionable system requirements that drive effective implementation
Own the project timelines, deliverables and milestones, proactively seeking support or flagging risks as and when required
Assess and evaluate the technology products that our clients use and advise them on realistic routes for achieving better outcomes
Support clients through change management and transformation to ensure success from business case and options appraisal through to delivery, implementation and adoption
Effectively manage a variety of stakeholders through the full project lifecycle, often managing multiple projects consecutively
Engage successfully and professionally with clients, client teams, and third-party technology solution providers through excellent written and verbal communication skills
Efficiently gather and analyse quantitative and qualitative data, drawing out and conveying key insights
Create technical documentation, reports, presentations and dashboards
Support with business development, from coordinating and producing material for proposals to developing market propositions
About you:
We hire the person first, experience second, shaping the role around the individual. We recognise that every candidate’s experiences and background will be different. We value a broad, diverse range of perspectives and we recruit based on competence and potential; typically, we expect the following:
Demonstrable experience working either for or with local government, directly in a council team or in a consulting role for council clients
A strong understanding of local public services and the systems that underpin them (e.g. CRM, ERP, etc.)
You work well both independently and as part of a wider team
Initiative and ownership, self-managing your time, flagging your availability and clearly communicating updates with project teams
Experience using a range of project management methodologies (e.g. Agile, Waterfall, SDLC)
A clear commitment to improving the public sector and systems that support them
The ability to deal with ambiguity and to navigate complex or unclear issues
The ability to think analytically; systematically and logically breaking down complex information to enable us, and our clients, to better understand them
A solid awareness of project commerciality (margin, budget, rates, frameworks)
A growth mindset, regularly seeking feedback and continuous self-improvement
Be comfortable receiving and delivering clear, constructive feedback (or prepared to embrace the uncomfortable!)
An active contribution to the development of our company culture, role-modelling our values and engaging with internal initiatives and knowledge-sharing
Benefits:
25 days annual leave + bank holidays
Flexi bank holidays – the option to substitute religious holidays for a date that is meaningful to you
The option to purchase up to 5 additional annual leave days (per year)
Annual performance-based bonus (discretionary)
